Uttar Pradesh is set to witness a major renewable energy transformation with public and private sector solar projects worth approximately ₹35,000 crore expected to be implemented across the state. The ambitious plan aims to achieve a total solar power capacity of 22,000 megawatts (MW) by 2027-28, marking a significant milestone in the state’s clean energy transition.
According to Narendra Bhooshan, Additional Chief Secretary for Energy and Alternative Energy Sources, the initiative includes development of seven solar energy parks with a combined capacity of 3,700 MW spread across various regions of the state. Leading renewable energy companies including National Hydroelectric Power Corporation (NHPC), Tehri Hydro Development Corporation Limited (THDC), and Avaada Group have been identified as key participants in these projects.
Progress and Implementation Strategy
Of the total 22,000 MW target, approximately 8,000 MW worth of projects have already been commissioned or are currently under development. The remaining 14,000 MW will be implemented through a mix of solar parks, rooftop systems, floating solar plants, and standalone power projects.
The state government is also evaluating the installation of floating solar power plants across 37 major reservoirs to optimize land utilization and diversify solar generation sources. This innovative approach will help maximize renewable energy production while addressing space constraints.
Under the Solar Rooftop Scheme, UP has already achieved 900 MW capacity in the domestic sector, with further expansion planned for government buildings through Capital Expenditure (Capex) and Renewable Energy Service Company (RESCO) models. The RESCO model allows consumers to use solar energy on a pay-as-you-save basis without upfront investment.
Policy Support and Incentives
The Uttar Pradesh Solar Energy Policy 2022 provides substantial incentives to attract investments. The state offers 100% exemption on stamp duty for land used in solar projects and up to ten years of electricity duty exemptions. These measures create a favorable investment climate for both domestic and international renewable energy developers.
The state has recently emerged as the top-performing state under the PM Surya Ghar scheme, reflecting its rapid progress in renewable energy adoption. To expand infrastructure further, the UP New and Renewable Energy Development Agency (UPNEDA) has signed joint ventures with Tusco Limited, Bundelkhand Solar Energy Limited, and Lucknow Solar Power Development Corporation Limited for solar park development.
